Reviewed at 3f0fb0d. No blocking correctness or Node-version-policy findings. This update changes development-only Workers declarations and introduces no consumer runtime requirement.

Verified current-head CI, including TypeScript 4.9/6 package validation, Node 22/24/26 tests and supported-line packed-package checks. The affected Cloudflare fixture passed its TypeScript check and local Wrangler/workerd smoke test. This same Workers-types update is also included in #2678.
