What does this do?
Moves the definition of the 'all' method in the Legislation class to ensure it is loaded early enough.
Why was this needed?
This change improves the initialization process by ensuring that the 'all' method is available before Rails configuration runs.
Implementation notes
Theme should be installed by using the relevant theme install scripts.
