I see the change of ocd-division/country:us/state:vt/sldu:grand_isle-chittenden to ocd-division/country:us/state:vt/sldu:grand_isle is also in #349 . I think that should be left out of this PR.

This update adds US census geoids for all congressional and state legislative districts active as of 2023. The geoids are derived from the American Community Survey (ACS) and are current to the 118th Congress and 2022 state legislative districts.
A note on SLDLs for New Hampshire: a number of districts are "floterial," or equivalent to a combination of other districts (for example, the district Belknap 8 is made up of districts Belknap 3 and 4). The floterial districts thus do not have a geoid of their own (at least, not one reflected in the ACS data nor any other census documents I could locate). The floterial districts and their relationships are detailed in files available here.
