Added 'District Council (Third)' and 'HKSAR members of NPC and CPPCC, representatives of national organisations' to country-hk.csv and functional_constituencies.csv with start date 2021-12-19.

The linked documentation refers to a third Commercial functional constituency, but this is adding a District Council of which there only appears to be two? Should the update be for ocd-division/country:hk/functional_constituency:commercial_third in that case?

yes, you're right, it should be ocd-division/country:hk/functional_constituency:commercial_third, I've replaced it with correct one. Thanks for pointing out the mistake. Sorry!
Replaces 'District Council (Third)' with 'Commercial (Third)' in both country-hk.csv and functional_constituencies.csv, reflecting changes to the list of functional constituencies for Hong Kong.
