Also, just wanted to check, these aren't any newly defined divisions they just haven't been added to the repo yet? Just want to be sure we can accompany the PR with any relevant documentation.

It seems for the most part that the state courts are maintained in us_state_courts.csv can these updates be made there for consistency?

Correct -- these are not new definitions they just aren't in the repo. I'll go ahead and move the state court items.
