Selective sync: newly added folders are accepted in "Choose what to sync" but never sync until local database is deleted

Steps to reproduce

1. Initial setup with "choose what to sync" works as intended
2. Later, add additional folders in the "choose what to sync" menu
3. Checkboxes for the added folders show ticked, activity tab remains empty
4. Sync run logs appear, but no actual transfers happen. "Force sync now" does the same
5. Only fix found: quit client, delete local .sync_journal.db file and reselect files to sync

Expected behavior:

Newly added folders in an existing selective-sync selection should sync without requiring a full database reset.

Actual behavior:

Newly added folders appear to be accepted by the UI but never picked up by the sync engine until the local database is wiped.
