Initial code was influenced from Nextclouds xattr code, to be enhanced by an openvfs fuse layer for linux and maybe macos
This can be used to trigger vfs actions by setting an xattr
Used by both the xattr and cfapi vfs

Xattr changes now are handled just like any other detected change to files.
allow derived vfs classes to access the setup parameter struct
