The workflow file is updated to create .rst files from scratch and to deploy the citations page
This workflow updates the contributors list each time a pull request is accepted

Updated the .yml files for github-actions and the COBRA.bib file. For every accepted pull request, the html pages of functions and contributors will be updated both in the latest webpage and in stable webpage.
