Detect minted version 3

This PR:

• Adds a macro detection for minted v3 (included in latex TeXLive distros)
• This is also towards fixing Update TeXLive to latest monthly release #59

This was the suggested way to do this by the minted devs as discussed in here

@alexarice can you please try this locally? It works for me using the latest Latex docker from #59 and also with my local TexLive which still uses minted v2

yeah, that's your own configuration - I'll need to add that to the root home dir for the CI in #53 and instructions in the README.

Make sure to update the hashes in the project dir for the lexers in .latexminted_config - separate PR for this incoming.
I could have done a stacked PR, but I think it is an overkill for this - but up to you if you prefer it.
