Definitely not sending records to Requires Updates.

This approach as documented in Farajaland should do it but doesnt:

setTimeout(() => {
    rejectRequestedRegistration(token, eventId, action.id)
  }, 10000)
  return h.response().code(202)

IMO a 400 should do the same thing
