Modified weekly RISC-V build.
Total time has increased from ~3 hrs to ~ 4.5 hrs because of extended test suite and difference in parallel strategy.
Minor changes has been made in common files, thus all extra "PR Linux" jobs run.
Compilation warnings detection is disabled for now - we need to fix them in the code first.
Also using updated SC image (opencv-infrastructure/opencv-gha-dockerfile#51)
