This updates to datacube 1.9.11 and odc-stac 0.4.1.
Datacube contains experimental support for this, so include it so people can test it easily.

This updates to odc-stac 0.4.1, odc-apps-dc-tools 1.9.6, and datacube 1.9.11. Also include the psycopg3 package so the experimental support for psycopg3 in datacube can be tested easily.
Also use the Docker cache to keep deb packages around instead of deleting things.
