Allow users to force a fresh pipeline run (including SDG regeneration) by passing disable_cache: true in the request. Defaults to false, preserving current caching behavior. Adds as_bool() and safe_int() helpers to shared utils.py for robust parsing of config values from JSON/YAML. Made-with: Cursor
