While I am not fully-versed in some of the pybind11 changes here, I see the intent, and that is to make sure that OpenFHE objects being passed around via shared_ptr are not "interpreted" within libpython, and are passed as an opaque pointer. That, and a lot of commentary/copyright updates. I'm approving this.
