Project formatting out of date

• Formatting checks aren't run, and I rely on these
  • It's difficult to go "half measure" on these, so running them on a PR diff is not really feasible and some of my changes are sloppy as a result
• There are some Pylint checks in CI but they all fail (without propagating through)
• pre-commit.ci is set up but not turned on in project settings

I started a "trunk" (#269) to stage a few possible changes without committing to all at once
