Set up Rust CLI skeleton using clap with version display. Version follows x.y.z-next convention on main. Add GitHub Actions PR check workflow running fmt, clippy, and tests across ubuntu/macos/windows with SHA-pinned actions, and Dependabot for daily action updates.
