This PR updates the generate_jendl.py script to handle the JENDL-5 nuclear data library. The existing information for JENDL 4.0 was not complete so I've removed it. A few notes:
ZSYMAMfield, which causes a problem for OpenMC because it thinks they are the same thing. The script here modifies theZSYMAMvalue to be unique and the modified versions are included in Add recognized thermal scattering names for JEFF 4.0 and JENDL 5 openmc#3693.
