Update generate_jendl.py to handle JENDL-5

This PR updates the generate_jendl.py script to handle the JENDL-5 nuclear data library. The existing information for JENDL 4.0 was not complete so I've removed it. A few notes:

• There are already quite a few errata files for JENDL-5 that are included here.
• For some of the thermal scattering evaluations, they have versions for liquid and solid that have the same ZSYMAM field, which causes a problem for OpenMC because it thinks they are the same thing. The script here modifies the ZSYMAM value to be unique and the modified versions are included in Add recognized thermal scattering names for JEFF 4.0 and JENDL 5 openmc#3693.
