Summary

• This PR introduces a "Sticky Notes" feature for the Patient Chart, allowing clinicians to leave quick, persistent notes on a patient's profile.
• used FHIR for all of these CRUD operations
• Added test cases
• Able to add new notes
• edit the existing notes
• delete the notes
• and most recent note will be show if notes exists

in the Design the provider name is rendered but the fhir observation api doesn't support for record the performer fhir docs

I'm leaning toward leaving specific privilege checks for the implementation such that they can have their own Role/Privilege configurations as needed. What do you think, @denniskigen?
