Add Yubo as maintainer

Description

Nominating Yubo as maintainer based on significant contributions:

• Service Architecture: Refactored public paragraph service (PRs feat: add run para callback for ppl and data distribution #106, refactor: add get context for paragraph service #93, refactor: support paragraph service rendering para component in public side #87)
• Notebook Features: Added action input panels (PR Feature: add action input panel #4), alert integration (PR feat: Add alert panel to notebook #65), time range updates (PR refactor: update alert time range for investigation and log sequence #27)
• Code Reviews: Actively reviewed critical features like PPL paragraph functionality (PR feat: add PPL paragraph when jumping from discover #79) and query filtering (PR Add head 100 filter to all ppl query #101)

Yubo's work has improved both notebook functionality and code quality, making him a valuable addition to the maintainer team.
