Refactor folder structure for smoke test that uses query params

Description

This PR refactors the folder structure for smoke tests that uses query params. Replaces all special characters with _
Just keeping the base API request without query param was not feasible as few components explicitly run same APIs with and without query parameters. Example: https://github.com/opensearch-project/opensearch-build/blob/main/src/test_workflow/smoke_test/smoke_tests_spec/default/neural-search.yml#L12-L15
