CI Note: LocalStack Integration Tests failure is expected for fork PRs

Same issue as noted on PR #278 — the LocalStack Pro auth token isn't available to fork PRs (GitHub security restriction). All other checks are passing. This PR only modifies README.md. See PR #278 for full details.
