Billy conventions

General

• Add manual data using the web interface, instead of writing a dict in the scraper
• When adding data manually, fill in the "Source used for this change" field

Metadata

• If elections are staggered, set the term length to the period between elections. For example, North Dakota has staggered elections and elects representatives to four-year terms. OpenStates therefore assigns two-year legislative terms.

Legislators

• Download the largest, highest quality photos
• If the legislature calls members "Councilmember", call them "Councilmember", even if it's redundant
• If a local government member has one office, set its type to capitol. OpenStates chose capitol for DC council offices.
• Non-legislative elected officials, like mayors in many cities, should not be related to a district
