Adds yuma3_enabled to hyperparams for sudo set/get.

Stop-gap for #470 until opentensor/subtensor#1709 is resolved.

Also includes bug fixes:

  • Ensures JSON output of hyperparams is not necessarily stringified (e.g. True vs "True")
  • Allows for passing "True", "False", "true", "false", "1", "0" for hyperparams that accept bools (regardless of whether they are arbitrary or predefined)
