transit routing without street network

Feature request from Tomek Mroczkowski on the dev list:
In places where OSM data is bad, we want to just connect to all transit stops within a certain radius. He suggests using mode TRANSIT without WALK to request this kind of routing, but I am wary of overloading the meaning of query params in this way. An additional boolean query param would do the job.

Note that this will also require precomputing transfers and possibly changing the path parser.

Once we switch exclusively to Long Distance mode, this will mean just dropping in a straight-line search in place of the street searches at the origin and destination, based on whether the graph has street data or not.

As someone in need of this feature but new to the OpenTripPlanner codebase, if you had any pointers as to where I should start looking (files, methods etc) in order to figure how to implement this feature I'd be very grateful.

OTP2 now has minimal support for this (will not crash, and will route from the single stop right near the start/end coordinate). See #3207. We have recently talked about this and came to the conclusion it wouldn't be too hard to do in OTP2.
