Improve geographical envelope handling by creating our own WGS Envelope type

The Envelope type we use in OTP for defining geographical rectangular areas is https://locationtech.github.io/jts/javadoc/org/locationtech/jts/geom/Envelope.html. It would be beneficial to have our own type, similar to the WGS Coordinate, so that we can customize it to our needs.
