Time-dependent turn restrictions

Time dependent turn restrictions should be supported.

Also, this will break reverse optimization.

I know it will break reverse-opt; we will get the "returning unoptimized
trip" message. San Francisco has all the possible turn restrictions, just
about; an example of this case is no left turn from southbound Masonic onto
Hayes at rush hour (http://www.openstreetmap.org/browse/relation/1442327)

It looks like the linked commits actually implement the feature, and (as stated in the commit message) it just needs a daylight saving time and time zone audit.
