First substantial commit on this repo. Adds:
luci-app-ziti (web UI), plus llhttp9 + stc as build/runtime deps.
reusable from CI.
(compiled in the publish container; alpine doesn't ship it), and
deploys to gh-pages. Auto-emits a
_neon-vfpv4repack so GL.iNetQSDK users install with no local repacking.
Validated end-to-end on a GL-iNet GL-BE3600. ZET connects to a live
controller, registers DNS interception in 100.64.0.0/10, and survives
reboot.
