Drop the unused `operator-sdk` version macro, `BuildRequires`, and tool copy step so `rpmspec` can parse `buildrpm/rook.spec` and the RPM build can proceed.
Replace `go.validate` with `go.vet` in the RPM makefile patch so `%build` no longer pulls in `golangci-lint` and the package build completes successfully.
