Created the ability to specify to deploy the network resources without a full OKE deployment

Added the ability to do a stack deployment for only the network components or Bastion without OKE being deployed.

I tested:

1. Deploying the network components only -- passed
2. Deploying the network with bastion components only -- passed
3. Deploying the network and then adding the OKE / monitoring / operator -- passed
4. Deploying the entire stack with network / bastion / operator / OKE and Monitoring -- passed
