Bump dependencies and set update cooldowns

This PR collects a range of smaller improvements, mainly to dependencies:

• Bumped GH Action dependencies
• Bump criterion to 0.8
• Bump MSRV to 1.86
• clippy and zizmor improvements to Dependabot cooldowns and actions concurrency limits
