The previous description ("Enable FIPS 140-2 compliant cryptographic
algorithms") was inaccurate — FIPS mode does more than just selecting
compliant algorithms. It ensures that all cryptographic key material
is generated using FIPS-approved algorithms at build time.
Reworded per SPUR feedback to accurately reflect FIPS mode behavior.
