If any custom menus are defined they are used instead of the default menus. This allows the creation of ISOs that are not installer isos Related: HMS-10627
This allows custom menus to be setup for X86, PPC64, and UEFI ISO bootloaders. Includes tests. Related: HMS-10627

Adds support for setting custom menus, with tests. Will be used by later commits.
