Fedora has stopped building go modules into package so everything needs to be vendored. They have put together a set of tools and macros to make this easier to maintain. This updates the spec file template to use these new features. NOTE: This will not work with RHEL9 and RHEL10, those releases need to continue to use the previous weldr-client.spec which is present in the dist-git repo. Resolves: HMS-10405
In order to work with the new specfile it needs to run the go-vendor-tools and include the vendor archive. Related: HMS-10405
