add documentation page for "modular methods"

Continuing progress towards addressing #4960 by adding a page for "modular methods". At the moment this is just crt and related methods, there is still a bit of work to do streamlining docstrings and probably also in making the interfaces consistent (in particular, some but not all methods have check keyword option; relevant methods also have a signed positional argument that would be better as a keyword option; at least in one case a signed method is called as crt_signed instead of using an optional argument.)

I think you should add the docstring for crt_env as it is referenced
