It is now possible to configure functions for changing the query input before it is analysed by the tokenizer. Code is a cleaned-up version of the implementation by @miku.

Implements query preprocessing as described in #3193.
This is a slightly cleaned up version of @miku0's implementation. Many thanks for that. The Japanese preprocessor will follow in a separate PR. I want to re-review the soft-break handling first.
