Improve handling of neighbourhoods in addresses

A couple of measures to fix #3832:

• Reduce rank of neighbourhoods, so that they are hierarchically below place=quarters as defined in the wiki. This also reduces the area of influence of place=neighbourhood to 500m.
• Reduce rank of Japanese admin boundaries by one level. See https://wiki.openstreetmap.org/wiki/Tag:boundary%3Dadministrative
• When adding place nodes to the address terms of a place, do only as far as twice the distance of the same place node of a given kind. This should account for areas where neighbourhoods are very small and place nodes very close together, which still allowing to catch large drawn-out neighbourhoods.
