Changing of layer name, according to the issue osmlab#2445
The same problem as in issue osmlab#2445 mentioned, solved by renaming the layer name.
According to https://www.cartografia.servizirl.it/arcgis/services/wms/ctr_wms/MapServer/WmsServer?VERSION=1.3.0&SERVICE=WMS&REQUEST=getcapabilities this layer does not exists any more.

Interessting that this is a revert of #899. Because in the year 2020 they changed the layer name from "0" to "C.T.R. 10000 - 1980-94". Nowadays it is only the title. |

#2519 tells the new Adress for CTR DBT. The correct Adress for wms and also used in josm should be than: |

Changed in Lombardia wms courses to change the layer name of the CTR source. The second CTRDBT is not available anymore under this server-adress
