Fixed a bug where auto-allow webhook network policy didn't allow communication to the service target port

Description

Fixed 2 bugs:

1. The label length was too long, thus failing the reconcile and creating reconcile loop
2. The network policy did not use the webhook service's target (container) port, so traffic was actually blocked for the service (instead of auto-allowed)
