Might it make sense to upweight the maintainer(s)? For packages I wrote and maintain (none maintained on github by me, all of mine on R-forge, I typically add any contributors as ctb (finding a minor bug counts as a contribution for me). In spdep, I reckon that I've done > 90% of the work, but your algorithm is way off - the other way round for pixmap, which others wrote and I helped clean up. You could also look to using SVN logs to compute similar commit proportions - I have some code for this.
