feat: enable contrib index & auto-update plugin indexes:#1224

We expect that more interesting plugins will be added to the contrib index if it's immediately usable by platform users. So we enable it by default on all platforms.
The error message was a little obnoxious: if the cache does not exist, why stop at telling the user to update it, when it could be updated automatically?
