The current behavior is the default, where in first person the avatar's head bone is scaled down to zero to prevent near-clipping. With this setting disabled, the head bone is left as it is in other camera modes. From my testing, this works pretty well in VR in conjunction with the "HMD Alignment" setting set to "eyes".

I am curious as to when this is useful?

In a couple of my more unusual avatars I have the opposite problem. They have geometry in my field of view that that is not parented to the head bone so they can be quite the challenge to use in VR.
