Need to create unit tests following the standard OC10 logic.
Most of the migration logic is in the "MigrateState" package, which should be unit testable.
The "OCIS" package is mostly for network connection, so we might need to skip it. However, it should be easy to mock.
The "Command" package might be tricky because the usage of inheritance in order to force all the migration commands to have the same behavior.
For the rest, we'll have to check on a per-file basis. There might be some code changes needed to make the unit tests easier.
