Part of #11019 - the issue asked for both API and UI tests to run against the k8s deployment. The API side is done via #12267 but the e2e has not been implemented for k8s in GH Actions.
Goal
Run the Playwright e2e suites (web/tests/e2e) against the same k3d/Helm-deployed oCIS cluster the API tests already use, instead of only against a locally-started oCIS binary.
