gcc generates way too many false positives with it on.
This test frequently fails because github ratelimits us, and isn't testing ethyl at all (but rather is just a basic cpr test, and cpr has its own test suite).

Converts from github ci to our drone ci, with many more (and faster) builds.
Also includes some warning changes found on the various platforms, and a change to allow setting the test rpc address via ETH_RPC env.
(Also uncovered an interesting issue with llvm-19 that is mostly unrelated to ethyl).
