if the new datagram queue limit was set very high (or defaulted), compute time for this value grew with unsent packet count *and* was computed on every packet, so if you queued a truckload of packets it would consume more and more CPU on each one.
numbers are still arbitrary, but these increases seem to yield around a 20% bandwidth increase on a 300ms+ connection
