[#IOPID-2844] Update Application Insights initialization from instrumentation key to connection string

• Change config property from APPINSIGHTS_INSTRUMENTATIONKEY to APPLICATIONINSIGHTS_CONNECTION_STRING
• Update initAppInsights calls with the new value

Motivation and Context

The module will no longer support APPINSIGHTS_INSTRUMENTATIONKEY
