feature: add personalData filter to catalog-process, purpose-template-process and BFF (PIN-7471)

Issue

• PIN-7471

Context / Why

This PR adds the filter personalData to the endpoints purpose-template-process GET /purposeTemplates, BFF GET /catalog/purposeTemplates, catalog-process GET /eservices and BFF /catalog. The filter is set as boolean | undefined.
Moreover, adds a check to the link e-services to compare the purpose template and the e-services personal data flags.
