This PR introduce a new implementation of deployment validation process.
Triggers on PR events (opened, edited, reopened, syncronize) and manual dispatch (to allow users to use an optional input: infra_commons_tag to select a specific code tag/version).
Auto-resolves tag from .github/workflows/pr-validation-main.yaml if not provided.
Runs validation jobs for dev, qa, and vapt environments using the shared interop_infra_commons workflow.
