Short description
This PR adds the I18next plugin implementation to retrieve remote locales from CDN. We added a new CDN endpoint since this is the first step to begin the migration to the new CDN hosted on the new infrastructure.

How to test
Run the app invoking CDN endpoint on dev-server implemented in pagopa/io-dev-api-server#573. The app locales should be shown as always, and should get remote changes at any restart of the app.
