This PR removes the GitHub Actions workflow responsible for automated TLS certificate renewal for the api.wallet.io.pagopa.it domain. The workflow was configured to run on a schedule (Monday and Wednesday at 3 AM) and could also be manually triggered to renew the TLS certificate.
